Data portal

The sexual, reproductive, maternal, newborn, child and adolescent health (SRMNCAH) policy survey is conducted periodically by WHO, with the two most recent rounds having occurred in 2023 and 2018-2019. The survey, which is completed online by respondents from Ministries of Health and other national institutes, is coordinated by the WHO Department of Maternal, Newborn, Child and Adolescent Health and Ageing, the Department of Sexual and Reproductive Health and Research and WHO regional offices. Ministries of Health or other national government institutes work with WHO country offices and other UN partners to complete the survey.

 

Through the SRMNCAH policy survey, respondents from each country submit original source documents, including national laws, policies, guidelines, strategic plans, and reports that are relevant to SRMNCAH. Over 6,500 national documents from the 2023 and 2018-2019 surveys were catalogued and are available through the searchable SRMNCAH policy document repository on this portal (See “Policy document repository” tab below). Data from WHO sexual, reproductive, maternal, newborn, child and adolescent health (SRMNCAH) policy survey are available upon request. While data for a selected set of indicators are available on this portal, additional data may be accessed by completing the WHO SRMNCAH policy survey data request and sharing agreement.

Where indicated in the form, please specify the survey round (e.g. 2023, 2018—2019), question numbers and specific countries for which you would like to request data. Please download and consult the SRMNCAH policy survey questionnaire from the "Questionnaires" tab above on this page for the full list of questions. In making your selections, please refer to the question numbers in each specific questionnaire round (for example, CC_5, MN_31a, RH_31a, etc.).

Please note, while a group of individuals may complete and submit a single data request form, each individual who will access the data must sign his/her own data sharing agreement.

Please submit completed form(s) by email to mncahdata@who.int. Your data request will be reviewed by WHO for consideration. Requests that do not include signed data sharing agreements from all individuals listed on the data request form will not be fulfilled until all are received.

What is in the SRMNCAH national policy document repository?

The WHO sexual, reproductive, maternal, newborn, child and adolescent health (SRMNCAH) national policy document repository includes over 6,500 documents from approximately 140 countries submitted through the 2018-2019 and 2023 rounds of the WHO SRMNCAH Policy Survey.

  • The documents were submitted by national survey respondents and were organized and catalogued by the WHO Department of Maternal, Newborn, Child and Adolescent Health and Ageing
The types of documents in the repository include national laws, policies, guidelines, operational guidance, strategic plans, etc. related to SRMNCAH

Search filters allow users to find documents under various health topics by country, document type, year of publication, language, etc.

 

How do I access the SRMNCAH national policy document repository with a direct link?

The WHO sexual, reproductive, maternal, newborn, child and adolescent health (SRMNCAH) national policy profile includes data from 115 WHO member states submitted through the 2023 round of the WHO SRMNCAH Policy Survey.

  • The data were submitted by national survey respondents and were organized and cleaned by the WHO Department of Maternal, Newborn, Child and Adolescent Health and Ageing (MCA)
  • Included are 89 policy survey indicators and 33 context and population and demographic indicators.

What are the components of the SRMNCAH national policy profile?

How do I select a geographic area in the policy profile?

In the 2023 round of the SRMNCAH survey there were 115 WHO member states that responded and whose data are presented in this profile. The “Geographical area” selector allows you to choose how to view the data for those countries.

When you arrive on the page you will see that “Global” is already selected which means that the aggregated data from all 115 WHO member states that responded will be displayed.

  • "Countries" which will present data from one specific country.
  • "WHO Regions" which will present data aggregated from all the countries in one WHO region that responded.
  • "World Bank Income Group" which will present data aggregated from all the countries in one World Bank income group that responded.

In order to change the data presented follow these steps:

  1. Make a selection from the "Geographic area" dropdown menu.
  2. If you have selected something besides, "Global" then a second drop down will appear which will reflect your selection in first dropdown.
  3. In the second drop down menu either scroll through the available items or type into the search box to find your desired item.
  4. Data are updated automatically in the middle of the profile and your selection should now appear at the top of the page.

Note: Only one WHO region, WB Income group or country can be selected at a time. If you would like to compare multiple selections, then please see How can I export the data in my policy profile?

How do I use the Indicator selector tree to select indicators in the policy profile?

The SRMNCAH survey includes 89 policy survey indicators and 6 population and demographic indicators. Generally, when you arrive on the page all the indicators are already selected. One method that can be used to customize your profile is to use the Indicator selector tree on the left side of the screen.

The tree is organized by themes and topics and indicators roughly corresponding to modules and sections and questions of policy survey tool found in Questionnaires. Population and demographic data have also been added to give important information about geographical area that has been selected.

To use the Indicator selector tree follow these steps:

  1. Click the small black arrows on the left side of the tree to expand and collapse the tree to show or hide themes and topics.
  2. Click the checkbox in front of any theme to show or hide that theme. For example, the "Maternal and newborn health" theme has been unchecked so all its topics and indicators will not be shown.
  3. Click the checkbox in front of any topic to show or hide that topic. For example, the "Human right to health and healthcare" inside of "Cross-cutting" theme has been unchecked so none of the indicators inside that topic will be shown.
  4. Click the checkbox in front of any indicator to show or hide that indicator.

Notes:

  • The "Population and Demographics" section can be toggled on and off, but the individual indicators within the section cannot.
  • If you are interested in showing only a few indicators in your profile, then you may want to clear all the checkboxes before beginning your selection.

How do I use the Indicator explorer to select indicators in the policy profile?

The SRMNCAH survey includes 89 policy survey indicators and 6 population and demographic indicators. Generally, when you arrive on the page all the indicators are already selected. One method that can be used to customize your profile is to use the Indicator explorer.

To use the Indicator explorer tree follow these steps:

  1. Click the "Open Indicator explorer" button found on the left side of the screen which will open a new dialog box with a "Search indicator" box and a new Indicator selector tree.
  2. If you type in the "Search indicator" box then the Indicator selector tree will update automatically to show all the indicators that include that text. For example, if you type "antenatal" then only the three indicators that have that term in their definition appear.
  3. You can then tick the checkbox to include the indicators that you wish to appear in your policy profile.
  4. To learn more about how the indicator selector tree works please see "How do I use the Indicator selector tree to select indicators?"
  5. Click the blue "Save Selection" button to produce the profile based on your selection.
  6. You can change or refine your search by returning to the Search indicator box and replacing your original entry.
  7. You can discard your selection by clicking the "Cancel" button.

Notes:

  • The search uses the exact text that you enter, so spelling, spacing and word order are important. In the example above, if you type "care antenatal" or "antenatal care" or "antinatal" then you will not receive the correct results.
  • When the Indicator explorer opens it maintains any existing selections already made in the Indicator selection tree. If you are interested in showing only a few indicators in your profile, then you may want to clear all checkboxes before opening the Indicator explorer.
  • The "Population and Demographics" and "Context" indicators are not searchable.

 

How does the display of the policy survey indicators work in the policy profile?

Once an indicator has been selected, either through the Indicator selector tree or the Indicator explorer, then the policy profile is automatically updated with the selected indicator(s).

Each indicator has the same three display sections:

  1. Indicator details - This section defines the indicator, the response if possible, and a small bar chart for comparisons.
  2. Indicator summary - This section includes a table to list the responses to the indicator that were received and the count of countries for each response.
  3. Indicator country responses - This section includes an alphabetical list of countries and their responses.

Note: Only one WHO region, WB Income group or country can be selected at a time. If you would like to compare multiple selections, then please see How can I export the data in my policy profile?

 

1. Indicator details section includes:

a. The definition of the indicator, which generally matches a question in the survey.

b. The answer that was provided by the country.

  • This only appears if the Geographical area is set to a specific country and if that country responded to the corresponding questions in the survey.
  • Otherwise, nothing appears in this area.

c. A bar graph to assist in comparison.

  • Hover over the bar graph to see what response the color corresponds to and the count of countries with that response.
  • No matter what geographic area selected, a bar graph for Global is always visible.
  • If the geographic area is a World Bank Income group, then a bar graph for the selected income group is visible.
  • If the geographic area is a WHO Region, then a bar graph for the selected WHO region is visible.
  • If the geographic are is a specific country, then a bar graph for the selected WHO region is visible.

2. Indicator summary section includes:

d. The hide summary/show summary link shows and hides the entire summary section for the indicator.

e. The first column of the summary table lists all the responses that were given for this indicator.

f. The second column shows the count for each response in the Global area along with the total number of countries that responded. This is generally 115, bur for some indicators not all countries may have responded.

g. The third column shows the count for each response along with a total number of countries that responded.

  • If a World Bank Income group was selected, then this column holds the information from that income group only.
  • If a WHO region was selected, then this column holds the information from that WHO region only.
  • If a specific country was selected, then this column holds the information from the WHO region to which that country belongs.

3. Indicator country responses section includes:

h. The hide summary/show country responses link shows and hides the entire country responses section for the indicator.

i. The table shows an alphabetical listing of countries in the first column and their response in the right column.

  • If a World Bank Income group was selected then this table holds the countries from that income group only.
  • If a WHO region was selected then this table holds the countries from that WHO region only.
  • If a specific country was selected then this table holds the responses from the other countries in the WHO region to which that country belongs.

j. If there are more than 10 countries listed, then a collection of buttons with arrows and numbers corresponding to a "page" of 10 countries will appear below the list.

What are the "context indicators" in the policy profile?

To give context to some of the policy topics and indicators, additional indicator data are provided in line charts on the righthand side of the screen next to the section to which they are related (#1 in image below.)

The context indicators do not appear in the Indictor selection tree nor the indicator explorer and cannot be added by the user, but rather they appear when the pertinent policy topic or indicator has been selected by the user. They are also not included in the data export nor in the pdf report that the system can generate.

  • If Global has been selected, then the context indicators will only show data aggregated at the global level.
  • If a WHO Region has been selected, then the context indictors will show data aggregated at the Global level and for the WHO region that was selected.
  • If a WB Income group has been selected, then the context indictors will show data aggregated at the Global level and for the WB Income group that was selected.
  • If a country has been selected, then the context indictors will show data aggregated at Global level and for the WHO region to which the country belongs, as well as data for the country itself.

Unlike the policy survey indicator, the Context indicators include all available data rather than just only the respondents to the 2023 SRMNCAH policy survey. So, for example, "Global" refers to aggregated data from the entire world, "Africa" refers to aggregated data from the WHO African Region, and "High income" refers to aggregated data from all WB high income countries.

Notes:

  • The data host or data source for each Context indicator appears at the bottom of each chart.
  • Regardless of the geographical area selected, data will only appear if it exists from the data source. Data aggregations for WHO regions and WB income groups, are often not available. Additionally, some context indicators are not widely used in all countries. If there are no data available at any level, then the chart will not be produced on the screen.

What does the “Collapse all indicators” button do in the policy profile?

The "Collapse all indicators" button is located in the top right of the policy profile (1). Use the "Collapse all indicators" button to minimize the view of the indicator to theme areas you have selected.

Once pressed all Indicator details, Indicator summaries, Indicator country responses, Indicators, Context indicators, Topics and Themes that are displayed in the center portion of the profile will be collapsed.

Once the button is pressed the display will change from image A to image B below.

Click the small arrow (2) next to a theme to expand the topic areas and indicators in the policy profile.

How can I produce a printable PDF version of my policy profile?

To produce a printable PDF version of the policy profile you simply need to press the “Export to PDF” button (1). The "Export to PDF" button will generate a PDF version of the policy profile for download. Only the geographic area and the indicators you have selected on this screen will be included in the PDF file.

For every indicator selected the Indicator detail and Indicator summary sections will be included. These sections are described here: How does the display of the policy survey indicators work?

Note: Neither Population and Demographic indicators nor Context indicators will be included in the generated report.

How can I export the data in my policy profile?

To export a Microsoft Excel file version of the data in your policy profile you simply need to press the "Export data" button (1) in the top right corner of the policy profile.

The Excel file will contain two worksheets. The first worksheet, "Metadata", contains the metadata for the data you have downloaded. The second worksheet, "Data", contains only the indicators that you have selected in your policy profile.

The countries that are included in the Data sheet depend on what geographical area you have selected:

  • If Global was selected, then data from all countries will be exported.
  • If a WHO Region was selected, then data from all the countries belonging to that WHO region will be exported.
  • If a WB Income group was selected, then data from all the countries belonging to that WB income group will be exported.
  • If a country was selected, then data from that country, along with data from all the countries belonging to the same WHO region will be exported.

Notes:

  • Only data from the 2023 Sexual, Reproductive, Maternal, Newborn, Child, and Adolescent Health Policy Profile can be exported, along with a three additional indicators concerning abortion policy and child’s rights.
  • Neither Population and Demographic indicators nor Context indicators can be included in the exported data.
